Buying Office Technology Through NASPO ValuePoint in Hawaii

Public sector buyers in Hawaii have access to one of the most useful purchasing tools in the country: NASPO ValuePoint cooperative contracts. These contracts let state agencies, counties, schools, and other eligible public entities buy office technology at pricing that has already been competitively awarded at the national level. We are Integrated Business Solutions Hawaii, a NASPO ValuePoint contract holder and a locally owned office technology company with offices on Oahu, Maui, and the Big Island. This post explains how NASPO ValuePoint works in Hawaii, what you can buy through it, and how to pair national contract pricing with service from a local island team.

What NASPO ValuePoint is

NASPO ValuePoint is the cooperative purchasing organization of the National Association of State Procurement Officials. It is a nonprofit that serves all 50 states, the District of Columbia, and the U.S. territories, and it manages more than 21 billion dollars in annual public spend across 62 contract portfolios and more than 450 suppliers. The program uses a Lead State Model: one state runs a full competitive sealed proposal process on behalf of everyone, awards a master agreement, and then other states adopt that agreement for their own jurisdictions. Longtime Hawaii procurement staff may remember the program under its earlier name, the Western States Contracting Alliance.

How NASPO ValuePoint works in Hawaii

Hawaii participates through the State Procurement Office, which adopts NASPO ValuePoint master agreements and issues them locally as price list contracts. For copiers and print, the vehicle is SPO Price List Contract No. 24-16, which covers the NASPO ValuePoint Copiers and Managed Print Services master agreement awarded to nine qualified contractors. The SPO keeps the price list current, with the most recent update issued in June 2026. State executive departments and agencies and county governments such as the City and County of Honolulu are on the distribution list, and the University of Hawaii system also purchases through SPO price list contracts. Because the competition already happened at the national level, an eligible agency can order at contract pricing under the SPO’s rules instead of running its own full solicitation.

What the copier and print contract covers

Price List 24-16 covers a wide range of equipment and services, including:

  • Multifunction devices that copy, print, scan, and fax
  • Single function office printers
  • Production and industrial print equipment
  • Large and wide format equipment
  • Scanners and specialty printers
  • Managed print services, software bundles, and digital document solutions

Konica Minolta holds NASPO ValuePoint contract number 140597 for copiers and managed print services, first awarded in 2019. We are an authorized Konica Minolta dealer here in Hawaii, which means an eligible agency can order award winning bizhub multifunction devices at contract pricing and have every step after the purchase order handled by our own island based team. You can see the full lineup on our products and solutions page.

National pricing, local installation and service

Contract pricing is set nationally, but delivery, installation, networking, and service are always local. That is where a Hawaii dealer earns its keep. We have served Hawaii businesses and public agencies since 1997 from five locations: our corporate office in Aiea on Oahu, Maui Office Machines in Wailuku, our Kona office on the Big Island, and business centers in Waikiki and Waikoloa. Our Pro-Tech Service Center technicians live and work on the islands, so a device in a Wailuku baseyard or a Kona office gets the same response as one in downtown Honolulu. For departments with offices on more than one island, one local organization supports the whole fleet, and our own local IT services team handles the network side of connected devices.

More than copiers

Copiers and print are the most common purchase, but cooperative purchasing in Hawaii reaches well beyond the mailroom and the copy room. The SPO maintains NASPO ValuePoint price lists for other technology categories, including computer equipment and data communications. On the equipment side, we also help Hawaii public agencies and schools with Verkada security camera systems, mailing systems, business phone systems, and short term equipment rentals for events and projects. If your agency is planning a technology purchase, it is worth asking whether a cooperative contract applies before starting from scratch.

How to get started

Getting a NASPO ValuePoint purchase moving in Hawaii is straightforward. First, confirm eligibility with your purchasing or fiscal office and note the SPO price list that applies. Second, tell us what your office needs: monthly print volume, paper sizes, color or black and white, and any scanning or finishing requirements. Third, we prepare a quote at contract pricing that your procurement team can verify against the price list. From there we schedule delivery, installation, network setup, and training with your staff on your island. Request a quote or call us at (808) 545-5540 and we will walk you through it.
